GST Update in Hindi

हमसे बार बार यह पुछा गया है कि क्या हम GST Update हिन्दी में नहीं बना सकते है ? जिससे कि यह सभी लोगों की समझ में आ सके | परन्तु ज्ञान किसी भाषा से बाधित नहीं होता है और हमारा उद्देश्य यह है कि GST के बारे में लोग ज़्यादा से ज़्यादा जान सके | अतः हमारा इरादा ज़्यादा से ज़्यादा लोगों को जोड़कर GST व उससे जुड़ी समस्याओं के बारे में जागरुक करना है | परन्तु क्योंकि GST Law English भाषा में है इसलिए हम इस पेज के माध्यम से English में ही Updates बना रहे थे | परन्तु जैसा कि आप लोगो ने मांग रखी है कि हमें GST Updates हिन्दी भाषा में तैयार करने चाहिए - हम इस कड़ी में आगे बढ़ते हुए GST Updates हिन्दी भाषा में शुरू करने जा रहे है | हमारा पहला हिन्दी में GST Update "टैक्स दरों" के बारे में है |
GST काउन्सिल की मीटिंग 03/11/2016 को हुई तथा वित्त मंत्री श्री अरुण जेटली ने चार प्रकार की GST की दरें बताई है | पहले बताई सबसे कम दर 6% को और घटाकर 5% कर दी गई है तथा पिछली मीटिंग में बताई गई सबसे उपर की दर 26% को बढ़ाकर 28% कर दी गई है | तथा दो मध्य की दरें 12% व 18% ही रहेगी | वित्त मंत्री ने यह भी बताया कि उपभोक्ता मूल्य सूचकांक (Consumer Price Index) में शामिल सभी उत्पादों में से 50% उत्पादों पर ज़ीरो रेटेड टैक्स लगेंगे | इसमें सभी खाद्य वस्तुएँ भी शामिल होगी | ज़ीरो रेटेड होने से इनमें महँगाई नहीं बढ़ेगी | तथा इससे यह फायदा होगा कि कृषि उत्पाद (Agricultural Products) पर क्रेडिट भी मिलता रहेगा | तथा GST Draft Law के प्रावधानों के मुताबिक इस पर रिफण्ड भी मिलेगा | परन्तु बाद में राजस्व सचिव श्री हसमुख आधिया ने इन उत्पादों को ज़ीरो रेटेड नहीं बताकर exempted कहा था | इससे इन पर क्रेडिट नहीं मिलेगा | 
इसके पश्चात यह भी बताया गया कि जिन उत्पादों पर अभी 3% - 6% तक कर लग रहा है, उन्हें 5% तक GST लगेगा | इसी प्रकार ज़्यादातर उत्पादों पर 12% या 18% की GST दर लगेगी | परन्तु विलासिता की वस्तुएँ या तम्बाकू के उत्पादों पर 28% की अधकतम दर लगेगी | इसके अलावा सोने व उससे सम्बन्धित उत्पादों पर अलग दर लगेगी | इसके अतिरिक्त अधिकतम दर वाले उत्पादों पर सेस्स (Cess) भी लगेगी | यह सेस्स राज्यों को GST से होने वाले नुकसान के लिए काम आएगी | जैसा कि आप सभी को विदित है कि केन्द्र सरकार ने राज्यों को पाँच साल तक GST से होने वाले नुक्सान की भरपाई का वादा किया है | 
अगर हम इन सभी को सम्मिलित करे तो यहा पर विभिन्न GST दरें होगी जो कि निल (Nil), ज़ीरो रेटेड, 5%, 12%, 18%, 28% (प्लस सेस्स) तथा सोने पर लगने वाली अलग दर भी होगी | इससे GST के मूलमंत्र "एक देश, एक टैक्स" की भावना के विपरीत विभिन्न दरों को लगाने का निर्णय किया गया है | इससे वर्गिकरण की भी समस्या आएगी तथा मतभेदों के चलते बहुत सारे विवाद उत्पन्न हो जाएँगे | यह सब GST की भावना के विपरीत कार्य करेंगे | अब GST का स्वरूप "एक देश, दो नियंत्रण अधिकारिगण, तीन तरह के टैक्स, चार तरह की दरें" हो गया है | कुछ लोगों ने इसके बारे में सही ही कहा है कि यह पुरानी शराब नयी बोतल में परोसी जा रही है |
