CHANGES IN RETURN FILING CYCLE UNDER GST22nd GST council meeting was organised on 6th October’17 in New Delhi with the objective to relax the return filing cycle for MSMEs.

Under the present scenario, all the assesses registered in the GST regime are required to file three monthly returns i.e. GSTR 1, 2 and 3 in respect of outward supplies, inward supplies and finalization of payment of tax respectively. All the registered persons are required to file returns irrespective of any turnover limit of the concerned person.
As decided in the 22nd meeting, small and medium businesses with annual aggregate turnover up to Rs. 1.5 crores shall be required to file quarterly returns in FORM GSTR-1,2 & 3 and pay taxes only on a quarterly basis. This facility will start from the third quarter of this financial year i.e. October-December, 2017 for ease in return filing process. Simultaneously, it is clarified that the registered buyers from such small taxpayers would be eligible to avail ITC on a monthly basis.
Due to this announcement, the return filing process would become a bit more complicated. As the SMEs with turnover upto 1.5 Crores will be required to file quarterly returns instead of monthly filings, therefore GSTR 2A will contain auto populated details of only those assesses whose turnover exceeds 1.5 crore on monthly basis. Rest all assessees' details will be needed to be filed manually. Further, how these details will be tallied when the SME will file its return. How the mismatches will be dealt with and how the present formats of returns will be modified will be interesting to know. Hope that the government takes care of all the possible flaws before amending the returns or issues clarification to address the SME. Also, before implementing the same, they need to make changes in the online as well as offline utility in GST returns as soon as possible without any technical glitches on the portal. The software companies will also accordingly add certain fields in their software eg. Tally, Busy etc. so that the user can easily classify between assesses with turnover above 1.5 crore and below 1.5 crore.
All these things should be done well before so that the problems, if any can be rectified beforehand, otherwise, this step taken to make implementation and compliance procedure easy for the small business man will not serve the purpose.
