GST ROLLOUT BY JULY, 2017 APPEARS TO BE CERTAIN:
 
With the presentation of Budget, 2017, hon’ble Finance Minister gave green signal to the possibility of implementation of the revolutionary taxation reform in India in the current financial year as minute changes were made in Central Excise Laws and Service Tax Laws. Furthermore, regular meetings of GST Council held have increased the pace with which the new taxation reform is heading towards its implementation stage. Moreover, the biggest taxation reform took another key step forward as legislations relating to GST were tabled in the Parliament on 27.03.2017 for final approval. The four bills being Central GST, Integrated GST, Union Territory GST and Compensation. These bills have been tabled in the Lok Sabha and will be taken up for discussion by 29.03.2017.
 
Although, there was opposition as regards presentation of these bills without prior notice as they were not listed in the Agenda but finally, these bills were presented which indicates that inspite of opposition, the government is determined to implement GST by July, 2017. Not only this, the GST Council Meeting will be held on 31.03.2017 to finalize the rules and formats of GST Law.
 
The Central Goods and Services Tax Bill, 2017 are available online and one of the significant change that is observed is that in the preliminary part itself. The introductory part states that the Act may be called as the Central Goods and Services Tax Act, 2017 and it extends to whole of India except the State of Jammu & Kashmir. Similar change is observed in the proposed IGST Bill, 2017. As compared to the earlier draft CGST Act, 2016 and IGST Act, 2016, it was stated that the Acts apply to whole of India. This is the material departure in the preliminary part of the Bill which has been tabled for discussion in the Lok Sabha. The other proposed amendments in the Central Goods and Services Tax Bill, 2017 and Integrated Goods and Services Tax Bill, 2017 will be discussed in our coming updates.
